BIOMETRICS

  • Implement, maintain, and manage biometric and identity management systems across deployed and stateside environments to support mission-critical identification tasks.

  • Collect, process, and analyze biometric, forensic, and biographic data to generate actionable intelligence for targeting, access control, and threat identification in coordination with intelligence and operational elements.

  • Ensuring alignment of emerging biometric technologies with DoD standards and operational requirements, doctrinal and procedural standards.

  • Oversee the development, deployment, and sustainment of biometric systems through planning, resource allocation, contractor oversight, and performance reporting aligned with FAR/DFARS and DoD acquisition policy.

  • Provide technical training and on-site assistance to operators and analysts on biometric collection, enrollment, and exploitation tools; ensure readiness of deployed units and sustainment of field systems.

  • Support the development and enforcement of DoD and Intelligence Community biometric and identity management policies to ensure compliance with federal and international standards.

  • Evaluate emerging biometric technologies (e.g., facial recognition, iris, latent print, DNA, multimodal systems) and support integration into operational architectures to enhance capability and accuracy.

COMMAND AND CONTROL

  • Encompass the integrated systems, networks, and processes that enable commanders and decision-makers achievement of information dominance, situational awareness, and operational control across all domains.

  • Design, field, and support C2 capabilities that ensure situational awareness, decision superiority, and mission execution in joint, coalition, and interagency environments.

  • Provide technical and operational support to C2 nodes, Tactical Operations Centers (TOCs), and Joint Operations Centers (JOCs) to ensure uninterrupted mission command and information flow.

  • Engineer, deploy, and maintain secure, redundant, and scalable communication to support global classified and unclassified operations.

  • Oversee lifecycle management, configuration control, and sustainment of C6ISR systems under FAR/DFARS and DoD Framework.

  • Deliver operator, analyst, and maintainer training programs to ensure system proficiency, operational readiness, and doctrinal alignment.

  • Develop and implement redundant capabilities and contingency plans to sustain command and communications continuity in degraded or cyber-contested environments.


GOVERNMENT PROPERTY

  • Establish and maintain accurate records of all GFP and CAP throughout the property lifecycle; from acquisition or receipt through use, transfer, maintenance, and final disposition in accordance with FAR DFARS, and NASA policies.

  • Manage the receipt, tagging, tracking, and utilization of GFP and CAP provided under the contract, ensuring property is used only for authorized purposes and remains compliant with contractual and regulatory requirements.

  • Identify, record, and report all property purchased or fabricated under the contract that remains government-titled; ensure items are properly capitalized, tracked, and reported.

  • Develop, implement, sustain and assisting government during audits aligning with FAR 52.245-1 system outcomes: receiving, records, physical inventory, maintenance, utilization, reports, and disposition.

  • Investigate and report incidents involving loss, damage, or destruction of government property in accordance with FAR 52.245-1(f)(1)(vii), and coordinate with the Contracting Officer for resolution.

  • Coordinate the reutilization, excess, or disposal of government property through the Plant Clearance process, Procurement Integrated Enterprise Environment (PIEE) and NASA Electronic Submission System (NESS).

  • Ensure subcontractors receiving GFP or CAP adhere to the same FAR/DFARS property management requirements and reporting standards through appropriate contractual flow-down clauses and oversight.

PROPOSAL & CAPTURE MANGEMENT

  • Develop and execute targeted proposals that align company capabilities with customer mission needs. Lead solution development, teaming strategies, and win theme formulation to improve competitive advantage.

  • Establish and maintain trusted relationships with government stakeholders, contracting officers (COs), program managers (PMs), and end-users. Conduct capability briefings, attend industry days, and represent the organization at defense and acquisition forums

  • Manage the full proposal lifecycle from RFI/RFP analysis to submission ensuring strict adherence to solicitation instructions, evaluation factors, and FAR/DFARS compliance requirements.

  • Facilitate internal review cycles to evaluate proposal quality, compliance, and competitiveness. Implement reviewer feedback and finalize content for executive approval and submission.

  • Oversee timely electronic submission via government portals, ensuring version control and audit traceability. Support clarifications, responses, and post-submission negotiations as required.

  • Conduct after-action reviews (AARs) for each capture and proposal effort to identify lessons learned, track win/loss metrics, and refine future bid strategies.
